The Ministry of Home Affairs allowed an interstate moment of stranded migrant workers, tourists, students and pilgrims on 29 April. Till now, only essential commodities have been allowed for interstate movement, but now MHA has also allowed Movement of stranded people.

MHA has issued fresh guidelines for an interstate movement for stranded people that will come in effect from 4 May:

  1. All states to delegate nodal authorities and develop standard protocols for sending and receiving stranded persons.
  2. All stranded people will be medically screened at the destination and will be kept in the home or institutional quarantine for 14 days on arrival.
  3. All the passengers will be kept under watch with periodic health checkups. The government can also ask them to install the ArogyaSetu App to help the government track their health status.
  4. Transportation of stranded people will be done via buses. The buses will be sanitized and shall follow social distancing norms in passengers’ seating arrangements. 
  5. State governments, who have kept a strict observance at borders, will now coordinate with other state governments to ensure safe passage to the hundreds of thousands of stranded people across the country.
