MHA has issued fresh guidelines for an interstate movement for stranded people that will come in effect from 4 May:

1. All states to delegate nodal authorities and develop standard protocols for sending and receiving stranded persons.
2. All stranded people will be medically screened at the destination and will be kept in the home or institutional quarantine for 14 days on arrival.
3. All the passengers will be kept under watch with periodic health checkups. The government can also ask them to install the ArogyaSetu App to help the government track their health status.
4. Transportation of stranded people will be done via buses. The buses will be sanitized and shall follow social distancing norms in passengers’ seating arrangements. 
5. State governments, who have kept a strict observance at borders, will now coordinate with other state governments to ensure safe passage to the hundreds of thousands of stranded people across the country.

In today’s statement, the Ministry of Home Affairs also said that vehicles used by e-commerce operators should be allowed to ply with necessary permissions.

The government has made ensured that during the lockdown period daily necessities like milk, vegetables and pulses and wheat continue to reach people who are keeping themselves confined to their homes. Special efforts have been made on doorstep delivery in many parts of the country.

But today the ministry said that the supply of non-essential goods which does not come in the daily needs category will be prohibited.

Activities continue to remain prohibited till until 3 May

1. All domestic and international air travel and rail movements are strictly prohibited for passengers except for security purposes.
2. All social/sports/entertainment/political and other gatherings are strictly prohibited.
3. Metro rail, bus transport, auto-rickshaws, cycle rickshaws, and cab service sare not allowed.
4. Education, coaching institutions, training, etc. shall remain closed.
5. All industrial and commercial activities other than those permitted will be prohibited.
6. All cinema halls, malls, shopping complexes, gyms, entertainment parks and, auditoriums will remain closed.
7. All religious places and religious congregation are strictly prohibited. In case of a funeral, more than 20 persons shall not be permitted.

Activities permitted after April 20

1. All agricultural, farming, plantation, fishery, horticulture, shop of farm machinery, spare parts, and supply chain activities will be allowed.
2. All health services including AYUSH, Manufacturing units of medical services, pharmaceuticals, and construction of medical infrastructure will be allowed,
3. Public utilities like operations of the oil and gas sector, power generation and postal services
4. MNREGA works will be allowed with strict implementation of social distancing
5. Reserve bank of India and RBI- regulated financial markets.
6. Industrial units with access to control in SEZs, townships, industrial estates, and export-oriented units.
7. E-commerce operation and call center operation will be allowed

Operations of Guidelines for hotspots and containment areas

1. Areas where COVID-19 spread is larger will called hotspots areas.
